    I think that probably means they just got some DoE grant money, which could even be a small amount used to fund one specific feature or research project.

    The US Government is pretty toothless, in such matters. They're bound by laws (technically, they can assert some form of eminent domain over a technology, but I think that hasn't happened in over 50 years), and the parts that would be using ZoL are probably small cogs in a big machine that doesn't really care about them.

    If ZoL turned out to be too costly, they would sooner switch to something else than fight an expensive and protracted legal battle that could seize up their research or whatever projects they used it for.
