I can’t believe that code that has been around for like what 24 years still needs extensive bug fixes at every release.What scares me even more is, has anyone ever seen a bug fix mentioned on windows update for ntfs?

I don't believe Microsoft will tell you if they release a filesystem fix. As a matter of fact, same goes for almost every update they push out.

Yeah what bothers me are headlines like "Modest Changes", do people expect whole filesystems to be re-invented and re-written between kernel point releases?

For mature filesystems, "modest" is a good word. You're the one giving it negative connotation.
For younger FS's (like btrfs), people might reasonably expect features to be added or high profile bugs/regressions (that require more than a little patch) to be fixed.
