In case anyone is still watching this thread, 3.13.1 not only fixed SC2 issues, but also fixed StarCraft Remastered. As previously noted, the "Battlenet errors on launch" are gone, the html Battlenet animations work correctly again and SC Remastered can play in Win7 mode.
Choppy menu slide-ins are gone except on older Sandy Bridge Laptop Intel Graphics chips running in high dpi. SCM is even playable at 4K on Dell 7559 laptop with standard Intel Skylake card. Also, 30 second delay to add players during game setup has been fixed.
