I'm running a video re-encode from H.264 to H.265 (and no, I don't do that while I'm playing SC2), top reports CPU usage around 750% by ffmpeg, and these commands all report the same CPU performance at 3500 MHz:
    inxi
    dmidecode
    sudo watch -n1 cat /sys/devices/system/cpu/cpu*/cpufreq/cpuinfo_cur_freq

In case anyone is still watching this thread, 3.13.1 not only fixed SC2 issues, but also fixed StarCraft Remastered. As previously noted, the "Battlenet errors on launch" are gone, the html Battlenet animations work correctly again and SC Remastered can play in Win7 mode.

Choppy menu slide-ins are gone except on older Sandy Bridge Laptop Intel Graphics chips running in high dpi. SCM is even playable at 4K on Dell 7559 laptop with standard Intel Skylake card. Also, 30 second delay to add players during game setup has been fixed.

Awesome job and much appreciation to everyone involved!
