Regarding the new HWE kernel... https://wiki.ubuntu.com/Kernel/LTSEnablementStack says "Installing on the desktop is easy" and then telling you a command to install it.
... and then saying nothing about servers. So is it not easy on servers? Is it so easy that you don't want to mention it? Is it impossibly hard and you should not try? Strange.

Well, from the official release plan at https://wiki.ubuntu.com/XenialXerus/ReleaseSchedule `Featur Freeze' and `Debian Import Freeze' should happen on 18. Feb. - not 16.
Additionally, it should be kernel 4.10 (and yesterday - 16. Feb. - it was 4.9 - probably waiting for final release) - like some other components e.g. Mesa 17.0 (currently on 13.0.4) or LibreOffice 5.3 (currently 5.2.2) - current versions after Distrowatch: http://distrowatch.com/table.php?distribution=ubuntu
So several major updates has to be done before 23. Feb. (beta1) ... or one would not meet announced features and anybody needing these versions is in need of a lot of PPAs.
I expect all those updates present in beta1 ... I was astonished vim 8 was not in 16.10.
A non-LTS release should be up to date ... and typically (X)Ubuntu is quite good in that respect - so waiting for several major changes.

As a partial reply to both anybody and JMB9 maybe you guys would like to try and add the Xubuntu Development Team main PPA (but first it's better to install the "ppa-purge" package, in order to revert any changes made to your system, if you wish).
You can add it by: "sudo add-apt-repository ppa:xubuntu-dev/ppa" and it will work both on 16.04 and 16.10 but it will also give you the 17.04 packages, you can go to their page here: https://launchpad.net/~xubuntu-dev/+archive/ubuntu/ppa. With this PPA you will be able to see all the new HWE packages, using Synaptic Package Manager, which provides an easy GUI way of seeing everything at once, including, not only the various kernels and xserver-xorg-core, but also Cloud, Virtual and many more packages, including Touchpad & GPU drivers.
I use this PPA to keep 16.04 updated a little faster and better than the vanilla repos and so far the only package that would break, by having unresolved dependencies, was "xubuntu-default-settings", which is not that important, I used Synaptic to Lock Version, so now that package is pinned, it won't appear in the Upgrades list.
As also a partial, but valuable, reply to uid313 (because I don't have knowledge of a Python PPA) there is a 3rd party PPA that keeps PHP updated to the latest version (7.1).

As far as I can see there is no documentation available on that. The announcement email doesn't say anything.
