      The proposal itself comes from one of the largest upstream developers of systemd and the Fedora maintainer. So this isn't upstream vs non-upstream but a discussion between fellow upstream developers. Having said that, granularity at the packaging level for a widely used package is tricky to get right and complicates the packaging guidelines quite a bit. Whether the advantages potentially outweigh any disadvantages is something FESCo/FPC has to make a decision on.
