It's based on RPM packages (spec) from Fedora.

Wow, a microsoft product with live kernel patching! If only they'd add that to Windows instead of forcing you restart every hour. But no, that would be too much work, it's easier just to sit on the monopoly money.

It's a distro they use for internal purposes, it's not meant to be used by other people. You can use it, it's publicly available, but it's really not made for anything other than for use in microsoft products like Azure or WSL.
