Gentoo's profiles are for Portage for specifying the system packages and their configurations for assembling the rolling-release Gentoo system.

Wow, as a Gentoo user, I must say this is technically correct, but rather complex wording.

From the Gentoo wiki:

A Portage profile specifies default state (set or unset) of global and per-package USE flags, default values for most variables found in /etc/portage/make.conf, and defines a set of system packages.

Basically understand it as a "release" of a known working configuration.

Incidentally, I never run KDE, but I didn't have any issue with Gentoo on a Raspberry Pi 3 on ARM64 (about a year ago or so) other than the Pi was extremely slow.

KDE Plasma and KDE Applications packages were both stabilised for arm64, putting it on par with amd64 and x86. That in itself is not strictly related to the profiles going stable, but they serve as examples of packages with a relatively big dependency set (of course, depending on your own choice of installation size and fine-grained USE definitions). The profiles going stable in this context means even this big dependency set is being resolved flawlessly without you having to add keywords or unmask packages etc. as the profiles have reached a certain maturity and CI-coverage.
