That's not how it works. Upstream developers can decide that they want to support 4.14 for a certain period of time but if a commercial company wants to support a particular release for a longer duration using in-house resources, there is no reason to rush to jump up to a higher version number. Several organizations and industry consortiums already do this routinely.

Why do you think that? Oracle already has their lifecyle for UEK kernels that is not dependent on the upstream lifecyle

I don't think that it "works" in the sense of making any difference to anything. Quite frankly I don't think that any institution contemplating buying something from Oracle gives a f**k about what they call it.
