I have also seen that issue, but it does not seem to be related to the memory allocation/deallocation cycling.

I can see cycling +-2 gigs going on when doing nothing. The computer is working like crazy just to stay idle.

It has definitely contributed to slower adoption. There are two patent pools, Via LA[1] and HEVC Advance[2], with different licensing structures and fees. MPEG-LA's fees are more than double those for AVC/H.264; HEVC Advance's fees are even higher. There was at least one more patent pool (Velos Media), but it dissolved in late 2022. There are over 8000 patents in the Via LA pool and over 20000 in the HEVC Advance pool. This nonsense directly motivated the creation of AV1. Software patents: worst period idea period ever period.

[1] merger of MPEG LA and Via Licensing Corp
    [2] administered by Access Advance

That said I don't seem to encounter hevc on the web much.

Interesting, can you search if there is a similar issue on https://bugzilla.mozilla.org/home and eventually open a new one and link it here? Thanks.

It's weird because it looks like it's aware of the available memory and just aims to use 95% of it
