You're free to create your superior solution in C17 or newer, with Wayland support and completely based on Vulkan. Then maybe people would donate money to your efforts too.

The biggest issue with StarCitizen is that damn launcher, it has always randomly crashed for me and also fails to verify or install files...

The requirement to declare variables at the top of the scope is extremely painful.

Does this mean that wine 32-bit and wine 64-bit are now co-resident? This is kind of a big deal if so. Not having to have two wineprefixes is a big win.

No it does not. There are still the 64 bit and 32 bit versions of wine. There are still not doing the windows slide of hand in the wine 64 bit prefix so that applications expecting the 32 bit style prefix layout work. Yes you can run 32 bit windows applications in a 64 bit wine prefix but these are the win32 applications that expect the 64 bit prefix layout or the ones under windows that are not needing compatibility mode dirty tricks.

Even using hangover that has the 32 bit and 64 bit working with the same 64 bit back end parts due to qemu bridge does not avoid the multi prefix problem.
