I read a while back that the jump from GTK 2.x to 3.x was a bigger deal because GIMP v1 code still included some toolkit stuff that needed re-writing before it could be dropped. TL;DR; -- supposedly the jump from 3.x to 4.x is supposed to not be "as big" of a deal -- still I can't imagine it coming soon enough. UX is the very first-impression you give the user. First impressions effect everything including image, usage and funding/donations.
Very proud of the work that has been done so far.
