    How does it know which window to pass input to without consulting the window manager to see who is active?

      That's a very good point. Imho, while the window manager needs to know the state of each window, it should not act as the source of truth for the state of the system. State management should be implemented elsewhere, with the window manager being just a view into the state of the whole system.
