Dbus-Broker 23 Released For High Performance D-Bus
They introduced varlink in a few new components around userdb service. It's not like they are rewriting the whole ecosystem around varlink.
No, but they are removing the dbus dependency or adding fallbacks in multiple places. I run systemd without dbus(broker) on an some systems. While this is not the aim (it's more a bout getting through initrd and early boot without dbus) , it's possible since a couple versions.
