Both advices are next to useless. Everyone has their own opinion on what the GUI should look like. This is the main problem. There are people who are capable of writing code but don't understand what's wrong with the GUI. The artists are aware of the problems, but don't have the ability to form normal sentences in plain english.

That is why the Human Interface Guideline (GNOME in this topic) is for helping both artists and coders.

If GIMP gets a header bar with no option to disable it, the number of users using old versions of GIMP through WINE will increase even more.

Let those users try say GIMP with header bar first and see how they will react.
Additionally, given the gradual increase of tablet, mobile or convertible laptops users with stylus, GIMP will need to address to them. Traditional menu layout just does not suit them.
After all, human are capable to adapt as they keep learning every day.
