It's supposed to be compatible with NT and beyond, it's not a true Windows kernel though.

But in practice it runs stuff like Wine, so anything beyond WinXP is probably not running decently if at all, apart from some specific software like Office or whatever.

Well, yes and no... It is independently developed and it's been going on for years. But there are a lot of missing capabilities like ndis6 or WDDM so it can't run almost any hardware drivers.
