This want happens when projects use the BSD license rather then the GPL.
I may misinterpret that , and you probably already know this but that is precisely because of GPL, not because of BSD.
You could make a similar claim that because some projects (like Nouveau for example) use a more open license they are behind a similar project with a more restrictive license (the official Nvidia driver). The GPL is the more restrictive license.
But that matters only if there is code reuse between the projects. If there isn't the only factor is quantity and quality of developer man-hours.

you can't. nouveau have no access to documentation and no corporate entity behind it
it restricts stealing (and nothing more) and promotes cooperation. closed source licenses also restrict stealing but important thing is that they also restrict cooperation

BSD is a great choice, because corporations want the BSD, they hate the GPL.
Because they cannot integrate GPL code into their proprietary code bases. They see GPL as virulent.
Personally, I think both the GPL and the BSD licenses are great licenses.

you are really stupid. corporations want to take for free code, developed by someone else under bsd. they don't want to release their own code under bsd. gpl forces them to release code and guards them against being fucked by competitors. that's why in non your fantasy world thousands of corporations work on linux kernel and handful of corporations uses freebsd kernel to steal code and not contribute back.
