IIRC Mavericks supports up to GL 4.1 on supported hw, which is still a shame since Apple has plenty of resources to support the latest GL specs.

does windows have built in opengl support (like with direct x) or the opengl functionality comes with the driver?

Windows has a built-in OpenGL 1.1 software emulator (and a slow one at that).

          Mesa

Too bad Apple doesn't use Mesa.
Else they could contribute back to Mesa.

AFAIK Windows devs purged OpenGL driver from their OS You have to install drivers to get OpenGL support in Windows

It doesn't matter, because they're years behind Linux which currently supports OpenGL 4.3 with proprietary drivers. They could speed up mesa development, so everyone would benefit.
