Ubuntu is using the 4.18 kernel but Linux 5.0+ is known to have performance problems with ZoL?
Also is that ZoL 7.13 on Ubuntu or 8.0?
Using the Ubuntu provided package, it would be ZoL 0.7.5-1ubuntu15.

FWIW, I haven't noticed any performance problems with ZoL 0.8 from release until now (rc4), though I only have one drive using ZFS at the moment and I haven't bothered doing any benchmarks (that drive has all my Steam games on it so I'd notice if its performance went down).

What is that huge Linux - FreeBSD storage performance difference due to ?
In past I was used to see quite the opposite (Linux far ahead regardless filesystem), now maybe due to the new massive cpu security patches ?
