It would be pretty sweet if WSL advances to the point where devs can just release a flatpak or snap to target both Linux and Windows. I'm sure that's not gonna happen, but I would like to see UWP killed off in favor of this.

What? First of all, to run flatpaked applications you need Flatpak (built on top of Bubblewrap, OSTree, D-Bus, etc.). This is the main requirement. X11 or Wayland are needed to display the interface. Just it.
WSL (Windows Subsystem for Linux) provides a Linux-compatible kernel interface. Together with the distro software (images are available in the Microsoft Store), this creates a relatively complete GNU/Linux system. However, this doesn't include a graphics subsystem, so you need a Win32 X11 server (like Xming, Cygwin/X, etc.) to display the interface.
