      Not specifcally for low power no, You could however disable cores on a Ryzen 3... 1 core is about 15 watts. Alternatively undervolting and clock limiting get you similar results. Ryzen 7 is lower power than intel's chips... just not the mobile versions ULV version yet.

        Michael have you tested 7th Generation AMD A12-9800E Quad-Core Processor? I think it's called Bristol Ridge. It's shipping in a new Dell Inspiron 24 inch all in one:
