They can launch all the OpenGL versions they want. But why?...
Because there are a lot of softwares/games/game engines/etc that are built with OpenGL and will take years before they are migrated to Vulkan, if ever. It's easier for those existing softwares to be updated to benefit from a newer OpenGL version than to be migrated to Vulkan. Some apps or app versions might be still in use but not expected to stay long enough to be worth migrating to Vulkan, or it might not be financially viable to port them to Vulkan.

It wouldn't surprise me if this version is basically just a collection involving mostly stuff from the "Other Extensions" that you'd find in mesamatrix.
Yeah. I'm betting intel will be first to support 4.6 under linux.
