Since bhyve apparently already supports virtio, is there any reason why they don't implement QXL for graphics?

They apparently have enough manpower and interest to create their own incompatible driver.

QXL alone is presumably not enough, though - it's not like BIOS emulation or GRUB or a text-mode installer (or even a graphical installer in failsafe mode) will support it. You need UEFI framebuffer and/or VGA as an absolute minimum (which is what they have now), and then you can bolt on ways to bypass it to gain speed later. Besides, framebuffers are incredibly simple to implement.
