This isn't exactly new. This change has been sitting in a merge request for a year or more, but only recently got merged. Plus this isn't a new driver, it's a fix for the X server to make sure the same driver gets loaded on hotplug that was loaded before. E.g., say you had two GPUs using the amdgpu ddx, then you unplugged one and then plugged it back in later. The next time you plugged it in, it would use the modesetting ddx instead of the amdgpu ddx which breaks uses cases that depend on ddx specific requirements.
