    Not sure why they would restrict it like that when you can already lock bootloaders by signing them, which is much better because if the wrong exploit is found in a locked CPU, then anyone with physical access can do damage and they can't patch everything with a simple update of the microcode as they might have to redesign a part of the hardware, whereas bootloaders are software so they patch any exploited hole easily (not that that's really needed if the bootloader is properly coded and signed, such as the case with BlackBerry's running BB10), they can even remotely force it.

          it would be interesting to protect a network with multiple firewalls, one with an american cpu and the other with a chinese cpu: it will be hacked only if the chinese government agree to work with the american government against you!
