Most e-waste generated in recent years is people buying new phones and buying new laptops when their last ones get too slow every 4-5 years. Most people don't have the disposable income to upgrade their gaming PCs on a whim. That is reserved for the privileged. And even more people don't have the time to "optimize the older stuff".
Nonetheless, it seems unlikely Microsoft will actually follow through with this. If they do, then I hope Google runs some sort of ChromeOS Flex campaign to get even more people using ChromeOS.

Compare Core i7 4700HQ and Core i7 8550U now. The difference is negligible. But back in a day when it came out, 8550U was almost twice as powerful as 4700HQ. Now both are just a trash bin dwellers. Thanks to Intel and their 'innovations'. And this has been happening for years.
