They support only the latest revision of a kernel still supported so they expect people using upstream kernel (being either you if you build from source or distro maintainers) to upgrade as soon as possible.

Not addressed yet. Someone is looking into it. So most likely it's still not in 4.16.1.

I have Vega, and it works fine with 4.15.x.

Still get the screen flicker that I've gotten since rc4. Debian Unstable, RX 480, mesa.

same for me but with 4.16.1 flickering is less present but still exists... i have mx 470 viceocard

Do not care what Debian does. Make a custom kernel from kernel.org if you are interest mainline kernels.

I did that a few times to work around various Ryzen bugs. Doable, but what's the point if distro ships it anyway and there is no rush?

Can't get NVIDIA drivers working on 4.16.1, and I don't think they worked on 4.16 either.

It's always good practice to be up to date in a stable channel.

No, some stable releases get the comment "All users of the x.y kernel series should upgrade". Though that happens way less often, as there are usually very important fixes in the stable series.
