      Uh? I can't see anything critical enough for the "all" inclusion?
      Someone enlighten me?

        Not everything is shown in changelog, things happen outside too, so let say it might be that tarballs were wrong created, some attack on servers might happened and potentionaly some user might get borked tarballs, some file or something....so they don't won't to advertise that, etc... We kind of now living in post-Meltdown apocalipse period, but one never know - they informed general public about this much later on

        When "all" and "must" are there, something was either totaly broken for all or some security thing that must be there (many of these security issues are hard to spot without putting black hat on the head )

          I believe he says this for every stable release ever.

          It's always good practice to be up to date in a stable channel.

            I'd take that as saying the previous release(s) are now unsupported.
            They probably don't want people making bug reports on all the various release of a kernel...

              You will not report bugs fixed in 4.16.1 if you hit one.
