It supports the full modesetting API (multi-head, etc.) not just the limited bits exposed via fbdev.

I kind of wonder, why not create single xorg kms based driver with acceleration and forget xorg part. What is the point of having dozen of kernel side kms drivers with each own API?

That's the Xorg state tracker.

The problem is that it's not nearly as stable and reliable as the older xorg drivers, at least today.
