People don't like continually upgrading. You say Arch doesn't break stuff, but it does. Whenever upstream breaks stuff, Arch breaks it too. And this is not a problem of upstream: when developing, sometimes you make big changes that result in features not being available, or being different. And that's what people don't like: their applications changing without their control. Businesses like it even less.
