I don't know if the VDPAU backend for VA-API would work in this case. Even if it did, it's probably limited to H.264.

No it's not. Firefox has supported HW accelerated videos via Flash for eternity. Nowadays it also has GPU accelerated WebRender component. I'm only using Firefox, not studying its internals. I know that many parts of the rendering pipeline are accelerated and even video decoding can be offloaded. What I don't know is whether it's 100% accelerated. Maybe requires this DMABUF. Chrome, OTOH, has long supported hw accelerated video. Again I don't know the names of the internal techniques, but many people have been successful with technology such as Pipelight DRM.
