GTK isn't under GPL. Also: Flutter is using GTK under Linux.

Yeah. I was using GPL/LGPL interchangeably. I imagine they do the same to err on the side of caution.

Flutter uses GTK but is BSD licensed so they (Sony) can use stock GTK with a custom Flutter. It lets Flutter act as a layer between open and closed code.
