"Meanwhile, we're still waiting on AMD's AMDGPU-based Vulkan Linux driver to come at some point in the not too distant future, but it still may end up being a number of weeks. "

In AMD's deadline standards that couple of weeks means several months at least.

we're still waiting on AMD's AMDGPU-based Vulkan Linux driver to come at some point in the not too distant future, but it still may end up being a number of weeks.
The state of AMDGPU as it will be included in Linux 4.5 is ready for prime time?
I thought there are still important features missing that will be added in 4.6 or even later?

So is it really just a matter of AMD releasing the new Vulkan Catalyst blob?

Basically the nvidia-driver packaging is similar to the 355.11 from Debian experimental, i did the same btw, but did not add the json file yet. It it always luck if the official packages put it at the same place if there is something new in it.
