I can live with AMDGPU limit, but how about adding an option to Radeon kernel driver to remove all supported PCI IDs which could be used with Radeon? Blacklisting radeon is a stupid way to fix this issue, maybe useful for testing but not for real autodetection.

*On windows any GCN graphics card is expected to run vulkan. That means starting from the HD 7xxx series which came out in 2011.
*On Linux it depends on which graphics architectures AMD decides to support with their new 'AMDGPU' kernel driver. Today support is limited to GCN 1.2.
*If they expand support back to GCN 1.0 then Vulkan compatibility will be as extensive as it is on windows.
*If it remains the same then only R9 285, R9 380, 380x and Fiji series will support Vulkan. Even the R9 390, 390x etc will not in this case.
So basically your question is impossible to answer because AMD themselves have not made the decision yet. Once they do Bridgman will let us know.

Either way, it seems when Vulkan comes out, AMD will still be rather limited as to what cards will be getting drivers day-1 (Linux). Most the AMD hardware could have to wait a fair while if they are still only at the stage of making support decisions. This will give NVIDIA the time it needs to scoop up a few more customers.
