    If support for pre-VI will be there, then Radeon HD 7770 or Radeon R7 250 should be not bad choice. Otherwise it's Radeon R9 285.

          I can live with AMDGPU limit, but how about adding an option to Radeon kernel driver to remove all supported PCI IDs which could be used with Radeon? Blacklisting radeon is a stupid way to fix this issue, maybe useful for testing but not for real autodetection.

            AMD's no support strikes again. Which moron at AMD keeps coming up with these penny pinching decisions that drives customers away ? AMD your hardware is inferior to the oppositions so at least give those considering purchasing from you an incentive to buy.

              AMD's GPU hardware is great and has been for a long time. Don't mix that up with the state of linux driver support.

                As of now this is an unknown because AMD themselves have not made the decision. To summarize...
                *On windows any GCN graphics card is expected to run vulkan. That means starting from the HD 7xxx series which came out in 2011.
                *On Linux it depends on which graphics architectures AMD decides to support with their new 'AMDGPU' kernel driver. Today support is limited to GCN 1.2.
                *If they expand support back to GCN 1.0 then Vulkan compatibility will be as extensive as it is on windows.
                *If it remains the same then only R9 285, R9 380, 380x and Fiji series will support Vulkan. Even the R9 390, 390x etc will not in this case.

                So basically your question is impossible to answer because AMD themselves have not made the decision yet. Once they do Bridgman will let us know.

                So for now the lowest end AMD part which is confirmed to have AMDGPU (and hence Vulkan) support on Linux would be the R9 285 or R9 380.

                  You know that you can enable AMDGPU for your card? Disable or blacklist Radeon in that case. Not optimal but possible...

                      Either way, it seems when Vulkan comes out, AMD will still be rather limited as to what cards will be getting drivers day-1 (Linux). Most the AMD hardware could have to wait a fair while if they are still only at the stage of making support decisions. This will give NVIDIA the time it needs to scoop up a few more customers.
