Yes, because it mesa supports it and Intel uses mesa for GL. GLVND basically is some sort of interface which redirects the calls to the actual graphics libraries based on the device inside the system. Of course, some changes are needed inside the driver.

What do you mean? As mentioned in the article, GLVND is supported in Mesa and thereby R600g/RadeonSI, but as said in the article AMDGPU-PRO isn't supported. So if installing AMDGPU-PRO it will end up overwriting libGL.so.1 still, etc.
