    Actually, Mesa is in some ways ahead of Windows, for example, IVB and HSW do not have Vulcan support on Windows, they do on linux; SNB is OGL 3.3. on Linux and 3.1 on Windows; etc. Basically, as soon as an Intel graphics core becomes current-2 generations old, mainstream support on Windows is dropped. The one positive change has been Haswell on Windows 10, supported along with Skylake. On Linux, the driver is open source
