      So this is not available on southern islands? Is it a hardware limitation or simply not done for older GPUs?

        It can be done for older hardware, but the driver implementation is a bit different because the hardware changed - meaning they need to write new code in order to get it working on SI. The GL extension itself is pretty generic, you could get it running on pretty much any GPU you wanted to. The key is getting the interesting information to query into the driver.
