Go a step further and make future OpenGL a high-level wrapper around Vulkan.

"Progress Report", "Goals", "Status" doesn't make it sound like a Vulkan 1.0 release with drivers is likely next week.
It will be interesting to hear about the Window system integration. I hope they have a Wayland extension.
It's interesting that Samsung holds the WSI Talk. Bryce Harrington of Samsung is also currently in charge of Wayland/Weston project leadership.

Does Wayland need an extension? Shouldn't Wayland create a Vulkan backend?

That sounds incredibly unlikely to happen, since one of the main strengths (weaknesses?) of OpenGL is the necessity to remain backwards compatible for old CAD programs written in the 80's. It would also be a ton of work for presumably little gain on an API I imagine most vendors are going to be happy to stop worrying about.

Besides, OpenGL is just a API spec. It shouldn't define how the spec is implemented. If such a wrapper library does appear, it will be a separate project (GLLib or something), not part of the OpenGL spec itself.

No. Wayland needs an EGL extension, but beyond that it shouldn't matter whether it's running OpenGL or Vulkan. Or anything else, for that matter.

And Wayland itself won't have any such backend - that is up to compositors, such as Weston, Mutter, and KWin.
