If they are able to bring mesa 10 and gnome 3.12 to fedora 20, what's preventing them from going full rolling release?

10 of thousands of other packages? In all serious though, this is just a question of tradeoffs. The updates policy (https://fedoraproject.org/wiki/Updates_Policy) in Fedora is much more relaxed than say Ubuntu or Debian already. This in combination with Copr (http://copr.fedoraproject.org) and relatively fast release schedule makes Fedora somewhat in between a fully staged release model(with minimal updates) and a rolling release (where nearly everything goes) while keeping the managibility of updates and lowering the risk of breakages.

If the automated tools (which are the focus of QA during the longer cycle in between F20 and F21) and build time checks gets mature, it might be possible to keep that risk low while keeping the updates more in sync with the latest upstream but we will see how that goes.

I feared I would have to change disto before fedora21 came out but if updates keep coming I probably won't have to!

Not really but if you care about openGL above say the risk of X failing to work, then you can run Rawhide or get a development build of Mesa running yourself
