The GPU performance is usually decided to write all pixels for a wanted resolution and fps. That runs the composite desktop and fullscreen video. For games needing more performance, these GPUs have a hardware scaler. So your game runs in a smaller resolution without a performance impact (like you would have by rendering a screen sized quad with the game's output as a texture). On PC you can set a lower resolution on the display, but outside PC displays and GPUs don't support that. The HW scaler is a better solution also because you can have system UI in the native resolution.

PS: The GPU is weak, but still more performant and energy efficient than doing it on CPU.

My cheapskate Xiaomi Redmi 8 phone has an Adreno 505 GPU. Not exactly a beast but maybe I can try running some games in Winlator when this mesa is out

I assume that's in part due to the hardware being built and optimized for OpenGL ES, but not desktop GL. While getting desktop GL to run on these chips is possible due to their programmable nature, the HW is likely missing a lot of fast paths that are present in desktop GPUs.
