Does anyone know when these cards which I have will receive OpenGL v4.0 or 4.5? According to steam mine is at 3.0.

Use Oibaf ppa Mesa dev, then your OpenGL version should be 4.5. check with:

So what are you whining. You really are a beginner, did not even know what kind of a gpu you have and could not find the freedesktop radeonfeature page by yourself.

Show Mesa progress for the OpenGL, OpenGL ES, Vulkan and OpenCL drivers implementations into an easy to read HTML page.
Take a look at the core profile output of glxinfo.
