Much more buyers than those who actually take notice of "how many shader units does this GPU have?" base their buy-decisions on layman-compatible reviews and performance test results they find in some magazine or on some web page. And none of those reviews / tests were based on RX560 boards with 896 shaders. The only thing those buyers will notice is that their GPU does not live up to the test results. And they will probably rather blame the writers of those reviews/tests than the company who deceived them by selling a product under the same name that has inferiour specs. That is why a proactive information of those buyers would be due.

If the buyers are regular readers of the website where they read the RX 560 review, then they will also read the notice about the two different versions on the same website.
