First the patch in question only affects certain hawaii boards with a specific vbios table setup. If dpm was working on your hawaii before, the patch does not affect you. Next the R9 M290X is not a hawaii chip, it's a pitcairn so the patch is not relevant to your chip at all.

Actually to avoid getting the discrete card disabled one just had to add "radeon.runpm=0" to the kernel arguments and the hiccoughs were caused by KWin's compositing, disabling it makes Shadowrun Returns mighty smooth.
