Whats going on with the ATI blob? It's kinda late this month. Is it possible they are finally getting some work done on it?

Their windows driver hasn't been released yet, either, and it's much more likely that the conceived delay is to be attributed to the windows driver rather than the linux one. Maybe something turned up in their test cycle, and they've decided to include & test another fix.
But since release-dates aren't pre-announced, it cannot by definition be "late" anyway.

It's not late. Catalystmaker already said in a twitter post 11.1 will be released at 26th January...

Elements
A Section 1 violation has three elements:[16]
1. An agreement
2. which unreasonably restrains competition
3. and which affects interstate commerce.
A Section 2 violation has 2 elements:[17]
(1) the possession of monopoly power in the relevant market and
(2) the willful acquisition or maintenance of that power as distinguished from growth or development as a consequence of a superior product, business acumen, or historic accident.
