You are right and you are wrong.
I mean, kernel WILL solve this issue... AND there are 3rd party tools for that too.
What they could do, for laptops, is to detect/tell whether system is on AC and offer (to the userspace/user perhaps) that same heuristics/performance settings as with dGPU, while when is running off the battery then.... if this was "switchable" at runtime.
This is something Power Profiles Daemon could and should do. I use a hook on my system that sets the profile to "high" in performance mode, "auto" in balanced and "low" in power-saver.

100% agree. When I upgraded from Vega to RDNA2 and first encountered lower than expected performance, I was told that this specific power profile problem was the culprit. I asked myself why AMD gets recommended for Linux use as that problem had been known for a while already, it also took them way too long to fix it. I also have a long list of Kernel config settings, workarounds and config settings which help me to optimize my Linux installation. Novice users wouldn't even know how where to start in the first place. The out-of-the box Linux experience still needs a lot of polishing.
why doesn't the driver just look at the command stream and say, wow, there's a lot of 3d usage, and I'm not keeping up with the refresh rate, i'm going to go into performance mode.
