Any idea how much performance and latency penalty does this approach entail?

Not too much; an extra copy from vram to system ram for display.

Is the dGPU only used when setting PRIME=1 and is there a copy operation from dGPU to iGPU before the image is finally sent to the screen, or is there a way to have the dGPU connected directly to the display? Also, what about external monitors?
Doing some research on AMD advantage, I came across a video on YouTube, that states that on the ASUS' AMD advantage laptop, you connect directly to the dGPU card through the USB-C-connector, but through the iGPU when using HDMI.
I don't know about the Omen one.
