At least AMD doesn't seem to be actively blocking it?
Why would AMD block it? This is the whole point of open source. If you have an itch you can scratch it. We worked with Mauro to help him finally finish this off.

From the perspective of an ordinary consumer (as much as one can be an ordinary consumer when using Linux and older-gen AMD hardware), how much of the GCN >=1.2 stack is now supported after Mauro's work? Or to rephrase, what is missing before feature parity is reached?

Mauro's patches in theory bring SI support to DC (display handling) on par with support for newer asics. Note that DC does not support analog encoders (e.g., VGA DACs), so there is still no support for them any asics with DC. That's another project for someone that is interested. That said, only the older parts actually support analog encoders. Newer asics only support digital encoders.
