If you install AMDGPU-PRO, PAL is built into the Vulkan driver. If you use the AMDVLK driver PAL is already included in the source tree. If you install the optional OpenCL packaged driver (AMDGPU/AMDGPU-PRO) then by default it uses the PAL back end on Navi.

If you are using upstream-based drivers (Mesa GL and radv) then you don't need PAL.

ROCm stack support is in development for Navi; some code has been published but we don't recommend you try it yet.
