RX 460 performance drop starting with kernel 4.17.12, graphical glitches in 4.19

  • RX 460 performance drop starting with kernel 4.17.12, graphical glitches in 4.19

    Kernels 4.17.12+ and 4.18 give me less than 50% of the frame rates that I was getting in kernel 4.17.11 and earlier, so I have pinned my system to 4.17.11. In Kernel 4.19 the performance is back but I get black lines that randomly run across my screens.

    I would like to update my kernel, 4.18 has some interesting features I'd like to play with. But with the performance drop I can't play any games, and the glitches with 4.19 make it so is unusable with 4.19.

    I'm not sure what to do to next, the Manjaro forums helped me identify the regression between 4.17.11 and 4.17.12, but I have not received any assistance on how to report this issue upstream, if it's an upstream issue. Or if there are any settings that can be adjusted to return my system to normal.

    On kernel 4.19 the glitches don't appear if I disable one of my monitors, doesn't matter which one. Is there anything I can do to get rid of the glitching?

    I just built the AMD kernel and it behaves just like the 4.19 kernel being provided my the Manjaro team. Performance is good but I have green lines randomly moving across the screens. I cannot use the Oibaf mesa, since I use Manjaro and not Ubuntu, and my problems are from a change in amdgpu and not mesa I'm not to worried about that.
