In Ubuntu the Mesa Vulkan driver can't access to Nvidia GPU ?

In Ubuntu 20.04.5 having updated all Mesa drivers the mesa Vulkan driver not use Nvidia GPU proprietary drivers.
Nvidia not allow Mesa accessing the GPU ?
Nouveau driver allow Mesa Vulkan driver using GPU ? If yes is for all video cards ? If in moment not is possible in future will be implemented Vulkan mesa acceleration using GPU ?
